해수면·해수온 상승, 극한 기후 등 기후 위기가 심화되고 생물안보(bio security), 플라스틱 오염 등이 인류의 생존을 위협하면서 국제사회의 협력과 공동 대응의 중요성은 그 어느 때보다 강조되고 있다. 2015년 파리협정이 채택된 이후 국제사회는 과거의 ‘협력과 조정’ 대신‘협약 중심의 다자주의적 해결 방식’을 강조하고 있는데, 2023년 유엔 BBNJ협정의 채택, 유엔 플라스틱 협약의 성안협상 등은 새로운 국제해양규범의 형성을 보여주는 대표적인 사례다. 본 세션은 해양이 직면한 다양한 도전과제와 국제사회의 해양환경 의제에 능동적으로 대응하고 ‘공존·번영’을 달성하기 위한 글로벌 협력 방안을 모색하고자 한다.

There is a growing emphasis on international cooperation and joint response for coexistence and co-prosperity in the ocean as the climate crisis, such as rising sea levels and temperatures as well as extreme weather, is deepening, and bio-security and plastic pollution also threaten human survival. Since the adoption of the Paris Agreement in 2015, the international community has been stressing multilateral solutions centered on conventions instead of the “cooperation and coordination” of the past. The UN BBNJ Agreement adopted in 2023 and the global negotiations for “the UN Plastic Treaty” presents representative examples of the formation of a new international maritime order. In this context, this session explores how to proactively respond to the various challenges facing the ocean as well as to globally cooperate for coexistence and prosperity.
