국제사회는 미-중 전략적 경쟁, 러시아-우크라이나 전쟁, 이스라엘-하마스 전쟁, 대만 해협의 긴장 등 경쟁과 대결의 세계적 흐름에 직면하고 있다. 특히 세계는 러시아-우크라이나 전쟁과 이스라엘의 공격에 따른 민간인들의 참상을 목격하고 있다. 이로 인해 국제사회는 평화를 위협하는 다양한 도전에 대응하면서 협력의 결핍을 심각하게 인식하고 있다. 과거의 참상으로부터 교훈을 얻고 공존을 위한 길을 모색해야 할 때이다.
세계는 제2차 세계대전 시기 홀로코스트로부터 교훈을 얻고 제노사이드협약을 만들어냈지만, 지금도 세계 도처에서는 약자들이 신음하고 있다. 미군정 시기에 발생한 제주4·3사건은 제주도 인구의 10%가 인명피해를 입은 사건이며, 미국의 직간접적인 개입이 있었던 사건이다. 대한민국 정부는 4·3 시기 국가의 잘못에 대해 공식 사과하고 명예회복을 추진하고 있지만, 미국은 아무런 반응을 보이지 않고 있다.
제주4·3연구소는 이번 제주포럼에서 ‘제주4·3, 과거로부터의 성찰과 공존’을 주제로 4·3세션을 열 예정이다. 이 세션은 제주4·3사건을 포함해 세계의 과거사에 대한 성찰을 통해 우리 사회의 미래와 협력, 공존의 길을 모색하고자 한다. 세계의 과거사로부터 인류는 어떤 교훈을 얻어야 하는지, 비교론적 시각에서 석학의 혜안을 들여다본다.

The international community is facing global trends of competition and confrontation, such as the U.S.- China strategic competition, the Russia-Ukraine war, the Israel-Hamas conflict, and tensions in the Taiwan Strait. Particularly, the world witnesses the terrible tragedy resulting from the Russia-Ukraine war and Israel's attacks. Consequently, the international community recognizes the serious lack of cooperation amidst various challenges threatening peace. It is a time to learn the lessons from past and seek the roads to coexistence.
Although the world learned from the Holocaust during World War II and adopted the Genocide Convention in UN, the cries and tears of the weak are still heard worldwide. The Jeju Massacre(Jeju 4‧3 Incident), which occurred during the U.S. Military Government period, resulted in casualties of about 10% of the population of Jeju island under the direct and indirect intervention by the U.S. While the Korean government officially apologized for the brutalities by the government forces during the Jeju 4‧3 Incident and has trying to retore the honor of the victims, the U.S. has shown no response.
The Jeju 4‧3 Research Institute holds the 4‧3 session at this Jeju Forum under the theme of 'Jeju 4‧3, Reflection and Coexistence from the Past' This session aims to reflect on past tragic events, including the Jeju 4‧3 Incident, to explore the future of our society and the paths of cooperation and coexistence. Participants will examine what lessons we should learn from the past history and provide insights from a comparative perspective.
