이 세션의 목적은 한반도의 통일과 평화에 기여할 수 있는 제주의 역할을 모색하는 것이다. 하노이 노딜 이후 북한은 핵전력 강화를 천명하면서 도발을 일상화하고 있다. 미중 전략경쟁 심화, 러시아-우크라이나 전쟁 발발로 인해 신냉전적 진영구도가 고착화될 조짐마저 나타나고 있다. 본 세션에서는 평화담론의 선도자로서 제주의 적극적인 역할에 주목하고자 한다. 또 이를 중앙정부 주도의 전통적 외교를 우회하고 보완하면서 한반도 평화에 기여할 수 있는 도시외교·지방외교 차원의 대안과 결합하고자 한다. 제주도는 세계평화의 섬으로 지정된 이후 남북교류 확대에 기여했고, 평화담론의 혁신에서도 주도적인 역할을 수행해 왔다. 본 세션의 논의가 교착상태에 빠진 통일·대북 정책에 돌파구를 마련할 수 있기를 기대한다.

The purpose of this session is to promote Jeju’s role for national unification and peace of the Korean peninsula. Since the Hanoi summit, North Korea has been reinforcing military provocations while emphasizing its nuclear power. There are even signs of a new Cold War due to the intensifying US-China strategic competition and the outbreak of the Russia-Ukraine war. In this session, we would attempt to highlight Jeju's role as a leader and facilitator of peace discourse in South Korea. Moreover, we would seek to combine it with alternative approaches of urban diplomacy, which can complement traditional diplomacy. Since being designated as the Island of World Peace, Jeju has contributed much to the expansion of inter-Korean exchanges and played a leading role in innovative peace discourse. We hope that the discussions in this session will provide a breakthrough in the stalemate of the Korean peninsula.
