한국, 중국, 일본이 COVID-19라는 인간안보 위기에 대처한 방안 및 체계는 대부분 ICT 산업계와 협력을 통한 신속함과 혁신성이 두드러졌지만, 모든 사회구성원에게 접근성 높은 공적 서비스 조성에 대한 상상력과 논의가 필요함을 환기시켰다.
한·중·일 3국의 공통 화두 중 하나는 지속 가능하고 균형 있는 사회발전을 통한 시민의 삶의 질 제고 및 환경 향상으로, 이는 곧 3국이 직면하고 있는 고령화, 디지털 전환 가속화에 따른 영향 등과 같은 사회적 과제 해결을 목표로 한다. 본 세션에서는 이러한 주제를 결합하여 보다 포용적인 과학기술 발전 및 적용 가능성, 연령친화적인 위기 대응체계 등을 향한 한·중·일의 현황 및 미래방향을 고찰하고 논의한다. 특히 디지털경제, 데이터 산업 발전 가속화 속에서 모든 사회구성원을 아우르는 스마트시티의 모습을 그려볼 예정이다.


How did China, Japan and Korea manage human security emergencies brought by the COVID-19 pandemic? Many of their solutions were high-tech and advanced, hence quick and efficient. Were they, however, inclusive and accessible to all members of society?
China, Japan and Korea all place high importance on improving citizens’ quality of life by achieving sustainable, equitable and balanced social development. Considering that the three countries share common challenges like aging societies and side effects of rapid digitalization, this session hopes to combine those themes to explore smart yet inclusive solutions that ensure the security and safety of all populations, especially vulnerable groups. The session will discuss holistic and equitable means for the three countries to enhance the society’s inclusiveness in everyday and emergency response management, with a focus on solutions for the aging society in the era of big data and digital economy utilizing smart city technology.
