[PLENARY SESSION 1] Towards Peace by Peaceful Means: Peace Forums, Peace Institutes, and the Construction of Peace		 Samda
이 세션의 제목으로 "평화적 수단에 의한 평화"와 "평화 건설"은 의도적인 선택이다. 전자는 Galtung의 책 제목에서 가져왔다. "이상적" 요소의 중요성을 암시하기 위해 평화를 "만들다" 또는 "건설하다" 대신에 평화의 "구축"이 사용되었다. 인간의 모든 행동은 마음과 마음에서 시작되기 때문에 이 관념적 요소는 평화가 존재하기 위한 여러 조건 중 가장 중요하다고 볼 수 있다. 유네스코 헌장에서 명시된 바와 같이 전쟁은 인간의 마음에서 시작되는바, 평화를 방어하는 것도 인간의 마음에서 구축되어야 한다. 마음과 정신에서 평화를 위한 싸움에서 지면 평화를 지속할 기회가 일절 존재하지 않기 때문이다. 이러한 맥락에서 평화포럼과 평화연구소는 평화 실현을 위해 가장 중요한 역할을 하고 있다고 볼 수 있다. 평화 포럼과 평화연구소에서 지역 및 세계평화를 달성하는 방법과 일상생활에서 평화를 더 깊이 실현하는 방법에 대한 토론과 대화를 통해 평화를 달성하고 유지하는 더 나은 방법을 찾아내어 왔다. 이 세션에서 우리는 파리평화포럼이나 바젤평화포럼과 같은 세계적인 평화 포럼을 운영하는 사람들로부터 평화 포럼이 어떻게 발전해 왔는지, 평화포럼의 목적은 무엇이며 어떻게 운영되는지, 평화 포럼에 참여하는 사람들은 어떤 사람들인지에 대해 듣게 될 것이다. 또한 평화연구소의 책임연구자들이 평화를 어떻게 정의하고 평화연구소가 평화 달성에 어떻게 기여하는지 배울 것이다. 아울러 향후 제주포럼에 대한 제언도 기대된다.


"Peace by Peaceful Means" and "Construction of Peace" are intentional choices. The former is from the title of Galtung's book; "construction" of peace was used instead of "making" or "building" peace to imply the importance of "ideational" factors. Among many conditions for the existence of peace, ideational factors matter most since all human behaviors begin from the mind and heart, as the Preamble to the Constitution of UNESCO declares that “since wars begin in the minds of men, it is in the minds of men that the defences of peace must be constructed.” If we lose battles for peace from the mind and heart, there is no chance for enduring peace from the beginning. In this context, peace forums and peace institutes play critical roles for the substantiation of peace. Through discussions and talks about how to achieve peace locally and globally and how to realize peace more deeply in our daily lives in peace forums and peace institutes, we have mananged to figure out better ways to achieve and keep peace. In this session, we will hear from the very people who manage peace forum, such as Paris Peace Forum and Basel Peace Forum, how peace forums have evolved, what is the purpose of the forums, and how they operates, who participate the forums, and so forth. Moreover, we will also learn form the directors of peace institutes such as the PRIO, the SIPRI, and the JPI that how they define peace and how their peace institutes contribute to the achievement of peace. On top of that, we also expect some recommendations for the future Jeju Forum.
