Ambassador Carlos D. Sorreta is the Philippine Ambassador to Russia. Prior to this, he was Director-General of the Foreign Service Institute. Ambassador Sorreta was Special Assistant to the President and several Secretaries of Foreign Affairs. He was Assistant Secretary for American Affairs and has headed the following divisions: Treaties, Southeast Asia, United States, and Pacific. He was the Deputy Permanent Representative at the Philippine Mission to the United Nations in New York. He was also the Deputy Chief of Mission at the Philippine Embassy in Washington. At the UN, he chaired the Special Committee on the Charter, was Vice-Chairman of the Committee on Disarmament and International Security, and Vice-President of the Disarmament Commission. He has been the Philippine Sherpa to the Nuclear Security Summit Process. He also appeared before the International Court of Justice for the Philippines in the Advisory Opinion on the Legality of the Threat or Use of Nuclear Weapons.
Ambassador Sorreta has had specialized training on international law and diplomacy, including a UN Fellowship in International Law at Columbia Law School and the Hague Academy of International Law External Program. Ambassador Sorreta was on the faculty of several colleges and universities in the Philippines.

카를로스 소레타는 주러시아 필리핀 대사이다. 이에 앞서 외무원 국장으로 지냈다. 필리핀 대통령 및 외교장관의 특별보좌관으로 재임했으며 아메리카 대륙 외교의 차관보와 조약, 동남아시아, 미국, 환태평양 지역의 국장으로 지낸바 있다. UN의 필리핀 외교단의 대표부 부대사와 워싱턴 필리핀 대사관의 외교단의 대표 대사의 역할을 맡았다. UN에서 UN헌장의 특별위원회 의장, 무기해제 및 국제안보의 위원회의 부의장, 무기해제 위원회의 수석부장을 역임했다. 또한 핵 안보정상회의 준비과정을 총괄하였으며 국제 사법 재판소(International Court of Justice) 핵무기사용의 적법성에 관한 권고적 의견을 위해 필리핀 대표로 참석한바 있다. 소레타 대사는 국제법 및 외교 전문가이며 UN 펀딩으로 컬럼비아 법학 대학교(Columbia Law School) 및 헤이그 국제법 아카데미 외부 프로그램(Hague Academy of International Law External Program)학위가 있다. 또한 필리핀의 여러 전문대학 및 대학교의 교원으로 등록되어 있다.
