Seoyoung LIM is a Manager, Department of Climate Change Action, Korea Environment Corporation (K-eco) in Incheon, Republic of Korea.

She joined the K-eco in 2006. Through more than decade of career, she has diverse experiences from domestic environment policy including Korea Emission Trading Schemes to international cooperation programmes such as Seoul Initiative Network on Green Growth for Asia and the Pacific region. In addition, she has participated various international environmental conferences including Rio+20 Summit for sustainable development and United Nations Framework Convention on Climate Change as a government delegate. Especially, she has been in charge of the Article 6, international carbon market, of the Paris Agreement negotiation since 2016.

She holds a M.A. in Public Policy from Graduate School of Public Administration of the Yonsei University, Republic of Korea and B.A. in International Trading and Business Administration from the Kyunghee University, Republic of Korea.

임서영 과장은 국내 최고의 환경전문기관인 한국환경공단에서 약 13년 간 몸 담으며, 국내 환경정책에서부터 국제환경협력 사업까지 다양한 업무 경력을 쌓고 있다. 특히 환경관련 국제협력 사업에 대한 전문성을 보유하고 있어, 아태지역 환경협력사업의 일환으로 UNESCAP과 공동으로 “녹색성장을 위한 서울이니셔티브” 사무국 실무 총괄업무 담당 및 “Rio+20 정상회의”와 같은 국제환경회의에 정부대표단으로 참여한 경험을 가지고 있다. 현재 공단 기후변화대응처에 근무 중이며, 기후변화와 관련해서는 온실가스 배출권거래제, 온실가스 전문인력 양성사업, UN 청정개발체제(CDM) 지정운영기구(DOE) 운영 등 6년 여에 걸친 다양한 경력을 쌓고 있는 중이다. 특히, 4년 가까이 UN기후변화협약 정부대표단으로 활동 중이며, 현재는 국제탄소시장과 연관된 파리협정 제6조 협상을 담당하고 있다. “기후변화정책 집행 실패요인 분석: 2020 온실가스 감축 로드맵 중심으로”라는 표제의 논문으로 정책학 석사(연세대학교 행정대학원)를 취득하였으며, 학부에서는 국제통상학과 경영학(경희대학교)을 전공하였다.
