Prof. So is working in Konkuk University, has done activities in NGO(CCEJ) and advised about policies of governments. Recently, Prof. So refers policies to a committee as a member of the Presidential Commission on Policy Planning(PCPP) and a chairman of policies committee in CCEJ. He is a practical scholar with theory and practical experience by having done in CCEJ and PCPP.
He writes many books as <local vision and the future of nation>(2017), <Where is Korean democracy>(2012), <Capacity and policy innovation of local government>(2008), and <Theory and practices of local governments>(2002).



소순창교수는 건국대학교 행정학과 교수로 재직하고 있으며, 오랫동안 시민단체활동(경실련)과 정부의 정책자문을 해 왔다. 현재는 대통령직속 정책자문위원회 위원으로 활동하고 있으며, 경실련 정책위원장을 맡고 있다. 정부의 정책 자문과 시민단체의 활동을 통하여 이론과 현실을 두루 겸비하고 있는 실천적 학자이다.
저서로는 <지역의 비전 국가의 미래>(2017), <한국 민주주의 어디까지 왔나>(2012), <지방정부의 역량과 정책혁신>(2008), <지방정부의 이론과 실제>(2002)이 있다.
