Sang-Bum CHO, director of Jeju Special Self-Governing Province Human Resource Development Institute, majored in Public Administration at Hanyang University and received a master’s degree in Public Administration from Colorado State University in the United States. He has worked as the head of Jeju Special Self-Governing Province Human Resource Development Institute since the beginning of the year 2018 after completing long term courses for director at The Local Government Officials Development Institute. Formerly, he worked as deputy mayor of Jeju City. And he worked as the head of the Special Self-Government System Promotion Committee, the Planning and Coordination Office, the Budget Planning Office, and the Division of Self-Governance of Jeju Provincial Office. He made a great contribution to laying the groundwork for the establishment of the Jeju Special Self-Governing Province when serving as manager of Special Self-Government System Promotion Committee.

조상범 제주특별자치도인재개발원장은 한양대학교 행정학과를 졸업하고, 미국 콜로라도주립대학교에서 행정학 석사학위를 취득하였다. 지방행정연수원 장기교육훈련을 거쳐 2018년 1월부터 제주특별자치도인재개발원장으로 재임 중이며, 제주시 부시장, 특별자치제도추진단장, 정책기획관, 예산담당관, 특별자치과장 등을 역임하였다. 특별자치도추진단 프로젝트담당관 재직 시 제주특별자치도의 설립 기반을 마련하는데 기여하였다.
