Seong-Ik Oh, who was born and raised in Jeju, is responsible for implementation of smart city policy in Korea’s innovation cities as Director of Innovation City Support Policy of the Ministry of Land, Infrastructure and Transport. In his career, he has made efforts to apply new ideas and technologies for people’s better life, as seen in his success in revising the Motor Vehicle Management Act to permit O2O (online to offline) services in the market through persistent persuasion and negotiation with industry stakeholders and the National Assembly, which was the first legalization of O2O service in Korea. He received master degrees from Harvard Kennedy School and Tufts University, respectively. Also, he earned PhD degree from the School of Advanced International Studies (SAIS), Johns Hopkins University. He worked as a civil servant at the Ministry of Ocean and Fisheries, the Ministry of Land, Infrastructure and Transport, and the Presidential Committee for Regional Development. He is also adjunct professor at Graduate School of Public Administration, Yonsei University. He co-authored Big Picture 2017 : 4th Industrial Revolution and Irony of Isolationism (Thinking Garden, 2017), and his recent publication in academic journals include “The Republic of Korea’s Eurasia Initiative and its Full Membership in OSJD
: From the Perspective of Veto Player Theory” (2015), “Korea’s Designation of Living Happiness Sphere in the Local Area from the Perspective of New Institutionalism” (2015).

오성익은 제주도 출생으로 국토교통부 혁신도시지원정책과장으로서 혁신도시에의 스마트시티 추진을 담당하고 있다. 1996년 행정고시 합격 후, 해양수산부, 국토교통부, 대통령직속 지역발전위원회에서 근무해왔으며, 기존업계와의 끈질긴 협상과 설득을 통해 O2O 신산업을 점진적으로 허용하는 국내최초의 법률개정을 성공시킨 바 있으며, 사이버독도해양청 사례에서 보듯이 창조적 아이디어와 신기술을 행정에 접목하는 노력을 꾸준히 해왔다. 서울대학교 국제경제학과에서 학사학위를 받았고, 하버드대학교 케네디스쿨과 터프츠대학 플레쳐스쿨에서 각각 석사학위를, 존스홉킨스대학교 국제대학원 SAIS에서 국제정치학 박사학위를 받았으며, 연세대학교 행정대학원 겸임교수로도 활동하고 있다. 저서로는 공저인 『빅픽처 2017: 4차산업혁명과 고립주의의 역설』이 있고, 최근 발표한 학술논문으로는 “한국의 유라시아 이니셔티브 전략과 국제철도협력기구(OSJD) 가입: 거부권행사자 이론의 관점에서,” “지역행복생활권 획정에 대한 신제도주의적 접근”이 있다.
