Young-hoon AHN, Korean national and Senior Researcher Fellow, works presently in the Korea Research Institute for Local Administration (Krila) under the auspices of the Korean Ministry of Interior and Safety and 17 Regional Governments. He is serving for Government as expert for the Presidential Committee on Local Autonomy Development since 2004 up to 2017, one of advisory members to the National Assembly’s Special Committee for Constitutional Revision (2017~2018), and of the National Police Reform Special Committee (June, 2017 ~ 2018).

Recently he writes papers on the drafting Revised Constitution for Political Devolution (2017), the National Risk Assessment System Framework (2017), the Current Trend of the Intergovernmental Transfer of Powers in Korea (Nov. 2016) and Local Autonomy and Local Finance in Korea (2015). He holds a Ph.D. (1995) and DEAs degrees of Public Law in the Paris II Univ. (Pantheon-Sorbonne) and Sociology in Paris IV Univ. (Sorbonne), after completing the Master’s degrees (1985~1988) of the Public Law and Political Sociology in France and Public Administration in Korea (1985)

안영훈은 1997년부터 지금까지 한국지방행정연구원에서 지방분권, 공공정책과 행정, 공공서비스, 지방자치제도, 재난안전 등의 분야에서 법과 제도, 정책연구를 해 왔으며, 관련 분야에서 국가공무원 및 지방공무원들의 역량강화를 위한 교육, 국가정책위원회에서 정책전문가 활동 등을 해 왔다. 한국에서 대학을 마친 후 프랑스 소르본느 대학교에서 공법학 박사를 취득한 후, 한국에서 최근에까지 한 연구로는 지방분권체제 강화를 위한 헌법 비교연구(프랑스, 미국)(2018), 준연방형 국가 헌법개정안 연구(책임, 2018), National Risk Assessments: A Cross Country Perspective (대한민국편, 2018), 연방형 국가 헌법개정안 연구(공동, 2018), 제주특별자치도 헌법적 지위 확보에 관한 연구(2017), 강원평화특별자치도 추진방안 연구(2017), 지방자치분권(영국, 미국, 프랑스) 해외사례 연구(2016), 재난예방(공저, 2016, 일어) 등이 있다.
