정기원 과장은 2007년 5월 외교부에 입부하였다. 이후 경제안보, 통상, 국제안보 분야에서 근무하였다. 2021년부터는 외교부 내 우주담당부서인 에너지과학외교과에서 근무하면서 우주외교를 본격적으로 담당하기 시작하였다. 2021년 8월부터 에너지과학외교과장을 역임하며, UN 국제위성항법위원회(ICG), 한미민간우주대화 등 우주외교를 담당하였다. 이후 우주외교의 중요성이 강조되면서 외교부 내에서 우주외교를 본격적으로 추진할 부서의 필요성이 대두되어 2023년 2월 「국제기술규범과」 가 신설되었다. 정기원 과장은 동 과의 초대 과장을 역임하여 민간, 상업 등 다양한 우주업무를 총괄하고 있다.

Jung Ki-won is the Director of International Technology Rules and Cooperation Division, Ministry of Foreign Affairs. Since joining the Ministry of Foreign Affairs in 2007. She worked in the economic security, trade, and international security sectors.
She has begun working on space affairs since February 2021, joining the Energy and Scientific Affairs Division. Since August 2021, she served as the director of the Energy and Scientific Affairs Division and has been in charge of space diplomacy in civilian sector, such as the UN ICG and the ROK-US Civil Space Dialogue.
As the importance of space diplomacy was emphasized, the need for a department within the Ministry of Foreign Affairs to promote space diplomacy in earnest emerged, the 「International Technology Rules and Cooperation Division」 was established in February 2023. Jung has served as the first director of the division and is in charge of various space affairs including civilian and commercial.
