양영철 이사장은 제주도 서귀포시에서 태어나 제주대학교 행정학과 교수로 34년간 재직했으며, 현재 제주국제자유도시개발센터 이사장으로 제주 발전을 위한 교육, 헬스케어, 첨단산업, 관광분야의 핵심적인 국가사업을 추진하고 있습니다. 그는 또한 대통령소속 지방자치발전위원회 자치경찰 T/F위원장, 한국지방자치학회 회장을 역임하는 등 평소 지방자치 강화에 힘써왔습니다. 그리고 평소 기부와 자선단체에도 관심을 가져 김만덕기념사업회 운영위원장으로서도 활동했으며, 관련 저서 「오병이어의 기적, 제주한림이시돌 맥그린치 신부」(2016)도 집필하였습니다.
양영철 이사장은 앞으로도 제주, 그리고 함께 상생에 관한 열정을 계속 이어 나갈 것입니다.

Mr.Yang Young-Chul was born in Seogwipo-si, Jeju-do, and served as a professor of public administration department at Jeju National University for 34 years. After retirement, he is carrying out core national projects in the fields of hi-tech, education, medical care, and tourism for the development of Jeju as the chairman of the Jeju Free International City Development Center(JDC).
Chairman Yang, Young-Chul has also worked hard to strengthen local autonomy, such as serving as the chairman of the autonomous police task force of the Presidential Local Autonomy Development Committee and serving as the president of the Korean Association for Local Government Studies.
He is also interested in the field of donation and charity, and served as the operational chairman of the Kim Man-deok Memorial Foundation. He wrote a book which is about the story of Patrick McGlinchey, who made an outstanding development in Jeju just like ‘the miracle of five loaves and two fish’ in the Bible. His enthusiasm about the Jeju and a society for coexistence will be continued.
