박규환은 1970년 대한민국 서울 출생으로 현재 경상남도와 부산에 소재한 영산대학교 법학과 교수로 재직 중이다. 2004년 독일 Halle대학에서 법학박사학위를 취득하였고 이후 연세대학교 법학연구소 전문연구원과 대법원 재판연구관 그리고 베를린자유대학교 객원계약교수(주 4과목 담당)를 역임하였다. 21세기에 새롭게 변화하고 있는 법치주의의 발전과정에 주목하고 있으며 이에 영향을 주는 주요 요소로 생태문제를 주목하고 있다. 그동안 관련 연구결과로는 “생태주의, 생태민주주의, 법치주의(2015)”, “생태적 기본권 도입에 관한 연구-지배에서 공존으로(2018)”, “소위 협력적 법치주의에 관한 소고-법치주의 구조변동의 21세기적 의미-(2021)”가 있다.

Park Kyu-hwan was born in Seoul, South Korea in 1970, and is currently a professor of law at Youngsan University in Gyeongsangnam-do and Busan, South Korea. He received his Juris Doctorate from [Juristische Fakultät, Martin-Luther Universität Halle-Wittenberg] in Germany in 2004. He served as a Researcher at the Institute of Legal Research at the Yonsei University(S. Korea), as a Research officer at the Supreme Court of Korea, and as a Gast Professor at the [Freie Universität Berlin] (in charge of 4 subjects per week). He also stayed in Amman for one year as a visiting professor in Jordan University. He pays attention to the development process of the new changing [rule of law; Rechtsstaat] in the 21st century, and the ecological matter as a major factor influencing it. In the meantime, related research results include “Ecology, Ecological Democracy, Rule of Law (2015)”, “Eine Forschung zur Einführung des ökologischen Grundrechts - Der erste Schritt vom Herrscher zum Koexistierende (2018)”, “Der kooperative Rechtsstaat-Structural changes of the Rule of Law in the 21C(2021)”.
