제주국제연수센터 최홍기 소장은 서울대학교 외교학과를 졸업한 후 미국 데이빗슨 칼리지에서 수학하였다. 1983년 제17회 외무고시에 합격하여 주유엔 참사관, 국방부 국제정책관, 외교부 국제안보대사를 역임했다. 제주국제연수센터 소장으로 임관하기 전, 주요르단대사와 주터키대사를 지냈다.

Ever since he joined the Ministry of Foreign Affairs in 1984, he has carried out different missions in various countries including Counsellor, Korean Permanent Mission to the United Nations in New York, USA. Right before his mission in UNITAR CIFAL Jeju/JITC, he served as an Ambassador for International Security Affairs in 2017 and the Korean Ambassador to Turkey between 2018 and 2020.
