라종일은 가천대학교 석좌 교수이며, 6.10 만세 사건 기념 사업회 회장, 백봉 정치 문화 교육연구원 이사장, 한국 시갖 장애인 테니스 협회 이사장이다. 서울 출신이며 서울 대학교와 영국 케임브릿지 대학에서 각기 학사. 석사. 박사 학위를 취득했다. 경희 대학교, 스탠포드 대학교, 남가주 대학교, 아테네 대학교, 케임브릿지 대학교 등에서 교편과 연구 활동. 15대 대통령직 인수위 행정실장, 안기부, 국정원 1.2.차장. 대통령실 국가 안보 보좌관, 주영. 주일 대사 그리고 우석대 총장등을 역임했다.

Ra, Jongyil is University Distinguished Professor of Gachon University. Born in Seoul, he holds BA and MA from Seoul National University and Ph.D. from Univ ersity of Cambridge, England. He held research and teaching positions in a number of academic institutes including Kyung Hee University, Hanyang University, Stanford University, University of Southern California, Athens University, Cambridge University. He was Director of Administration in the 15th Presidential Transition Committee, 1st and 2nd Director of National Intelligence Service, Senior National Security Advisor to the President, Ambassador to UK and Japan. He was the President of Woosuk University too.
