도쿄외국어대학 외국어학부 한국어학과 졸업하고 게이오대학 대학원 법학연구과에서 석사과정을 마친 후 한국・연세대학교 대학원에서 유학을 하였다. 이후 게이오대학 대학원 법학연구과 박사과정을 수료했다. 마쓰사카대학 조교수, 주중일본대사관 전문조사원, 시즈오카현립대학 대학원 국제관계학 연구과 조교수, 시즈오카현립대학 대학원 국제관계학 연구과 교수, 2010년부터 간사이가쿠인대학 국제학부 교수를 거쳐 2017년4월부터 난잔대학 종합정책학부 교수로 재직 중이다. 저서로는 『독재국가 북한의 실상』『북한』『북한은 무엇을 생각하고 있는가』『조선민주주의인민공화국과 중화인민공화국−「순치(唇歯)관계」의 구조와 변용』등이 있다.

Hiraiwa Shunji is a Professor of Faculty of Policy Studies, Nanzan University. He was a Professor of School of International Studies, Kwansei Gakuin University(2010-2017), Graduate School of International Relations, University of Shizuoka (1999-2010) and an Associate Professor of Matsusaka University (1994-1999). He was a Special Assistant at the Embassy of Japan in China (1996-1998). He received his B.A. from Tokyo University of Foreign Studies (1987), and his M.A. (1989), Ph.D. (2001) in political science from Keio University and studied at Yonsei University from 1990-91. His publications include North Korea (2013), What does North Korea think? (2013), DPRK and PRC (2010).
