장용석 과학기술정책연구원 선임연구위원은 2020년 11월부터 경제협력개발기구(OECD) 과학기술정책위원회(CSTP) 의장을 맡고 있는 과학외교전문가이다. 2008년부터 CSTP 한국 대표로 활동해 왔으며 2015년부터 2020년까지 CSTP 부의장을 역임하였다.
주요 연구분야는 국가 및 지역혁신시스템, R&D 프로그램 평가, 산업 R&D 협력 뿐 아니라 포용적인 성장을 위한 혁신, STI 국제협력, 과학외교 등이다. 장용석 박사는 국내 정부부처, 기관뿐 아니라 OECD, APEC, World Bank, IDB 등 국제기구에도 과학기술정책 자문을 제공하고 있으며 STI 정책관련 국제저널인 “STI Policy Review”지의 편집장으로 활동하기도 하였다.
장용석 박사는 조지워싱턴대학에서 공공정책학 박사를 취득하였고, 경북대학교에서 행정학 석사 학위를 취득하였다.

Dr. Jang is a senior research fellow of the Science and Technology Policy Institute (STEPI), a policy think-tank for science, technology and innovation (STI) policies in Sejong, Korea. He had served diverse positions at STEPI including the director for the Global Policy Research Center. He is currently serving as the Chair of the Committee for Science and Technology Policy (CSTP) of OECD.
His primary research interests are STI policies with focus on national and regional innovation systems, R&D program evaluation, industrial R&D collaboration, and international cooperation for innovation. He has expanded his research interests to innovation for inclusive development, international STI cooperation, and science diplomacy.
He consults various domestic and foreign government agencies and international organizations including OECD, APEC, World Bank and IDB. He actively publishes and involves in a number of academic associations. He had served as the managing editor of ‘STI Policy Review,’ an international journal on STI policies around the world with special focus on Asian countries.
He holds a Ph.D. in Public Policy from the George Washington University and an M.A. and a B.A. both in Public Administration from Kyungbook National University. He married with only son.
