유네스코국제학습도시자문위원회(UNESCO-EAC) 의장(Chair)과 제5차 국제학습도시컨퍼런스(ICLC) 자문위원장을 맡고 있으며, 세계평생학습명예의 전당(IACE-HOF) 헌정자로 유네스코국제평생교육기구(UIL) 부의장을 역임하였고, 유네스코 본부 국제문해교육대상심사위원을 역임하였다. ASEM 평생교육연구네트워크 위원으로 활동하고 있으며 아주대학교 평생교육 및 HRD 주임교수로 역임하고 있고 재단법인 한국지역사회교육연구원장 및 대한민국평생교육진흥재단 대표로 활동하고 있다. 또한 제2대 국가평생교육진흥원장을 역임하였으며 참여정부에서는 대통령직속교육혁신위원회 위원으로 활동하였고, 교육부 교육정책평가위원회 위원장 및 중앙교육심의회, 교육정책심의회 위원 등으로 활동하였으며 한국평생교육학회 회장과 한국평생교육총연합회 이사장 겸 회장을 역임하였고, 한국교육개발원(KEDI) 연구위원으로 재직하였고, 미국 University of Missouri –Columbia, Research Fellow 연구교수로도 활동하였다.

Currently work as a Chair of UNESCO EAC(Expert Advisory Committee) for UNESCO Learning Cities, also working as a vice-chair, governing board of UIL(UNESCO Institute for Lifelong Learning), and serving as a Chairperson of Korean Foundation for Lifelong Education, and also working as a full professor of Graduate School of Ajou(ASIA) University in Korea.
Served as the President of NILE (National Institute of Lifelong Education) and research fellow of KEDI(Korean Educational Development Institute) charging lifelong education.
Experience in the Department of Higher and Adult Education at the University of Missouri-Columbia as research fellow, also a member of the Presidential Committee for Educational Policy Innovation. Awarded IACE-HOF(HALL of FAME Class 2010).
