강미란은 도시계획을 전공하여 서울시정연구원을 시작으로 삼안, 두산엔지니어링, 금호엔지니어링 등 전국 도시계획 관련 업무를 수행하였고 2006년 제주특별자치도 도시계획직으로 채용되어 서귀포시청, 제주특별자치도청 도시계획과에 근무하다가 현재 ㈜제이피엠 대표이사로 재직 중이다. 2006년 서귀포시청 근무 당시 예래유원지 실시계획 변경인가를 담당하기도 하였다. 제이피엠에서는 2008년부터 JDC선도프로젝트인 예래유원지, 신화역사공원, 영어교육도시, 헬스케어타운, 제주곶자왈도립공원 등 다수의 사업에 대한 인허가와 제주특별자치도 도 전체의 도시기본계획, 도시관리계획재정비 등을 수행하였다. 2018년 바다의 날을 기념하여 산업포장을 수상하였고, 현재 한국기술인협회 지역정책자문위원, 제주특별자치도 도로관리심의위원, 제주특별자치도 지역건설산업발전위원, 대한국토도시계획학회 제주지회 부회장으로 활동하며, 제주 지역의 도시계획, 지역개발, 인재양성 등 산업 발전을 위하여 노력하고 있다.
