한국의 정보통신기술(ICT) 분야 정책 연구와 정부의 전략 수립을 지원하고 있는 정보통신정책연구원(KISDI) 국제협력연구본부 부연구위원으로 재직 중에 있다. 과학기술정보통신부의 ICT 분야 공적개발원조(ODA) 사업을 총괄 지원하는 ‘ICT ODA 관리체계 구축’ 과제 및 협력국의 ICT 발전을 지원하는 ‘ICT기술정책협력’ 사업을 수행하고 있다.
2011년부터 아프리카 지역을 포함한 전 세계 개도국을 대상으로 한 개발컨설팅 사업에 참여하고 있으며, ICT 분야 ODA 사업 효과성 제고 및 전략적 이행을 위한 연구 활동을 지속적으로 수행해 오고 있다.
국제사회 교육과 과학, 문화 이슈를 다루는 UNESCO의 방콕사무소 정보통신부서에서 연구진으로 활동하였으며, 주유엔대한민국대표부 총회 관련 이슈 지원 인력으로 참여한 바 있다.

YOO, SeongHoon is an associate fellow at the International Cooperation Research Division of the Korea Information Society Development Institute (KISDI), which supports policy research and the establishment of government strategies in the field of information and communication technology (ICT) in Korea. He is carrying out the project of ‘Establishment of ICT ODA Management System’, which comprehensively supports official development assistance (ODA) projects in the field of ICT sponsored by the Ministry of Science and ICT in Korea.
And He has been participating in ‘the ICT Development Consultation Program’ for developing countries around the world, including Africa, since 2011 and has been continuously conducting research activities to enhance the effectiveness of ODA projects and to strategically implement the projects in the field of ICT.
He worked as a researcher assistant in the Communication and Information (CI) Unit of the UNESCO's Bangkok office in 2011 and also had experienced in the team of the General Assembly (GA) at the Permanent Mission of the Republic of Korea to the United Nations in 2010.
