윤원수는 제주대학교 행정학과에서 행정학 박사학위를 취득하고 제주연구원 정치경제사회연구부 책임연구원으로 근무 중이다. 주요 연구 분야는 지방분권, 자치행정, 주민자치분야이다. 주요 학술연구로는 지방자치단체 조직문화가 고객지향성에 미치는 영향 관계, 지방자치단체 공공기관장 인사검증에 관한 연구 등이 있으며, 민선7기 공약실천자문위원회(행정자치분과) 활동과 행정시 권한 기능강화 위원회에 활동 중이다.

Yun Won-Su earned a Ph.D. in Public Administration Department from Jeju National University and is working as a senior researcher in the Ministry of Economic and Social Studies at the Jeju Institute. The main areas of study are decentralization, autonomous administration and residential autonomy. Major academic studies include the impact of local government organizational culture on customer orientation and personnel verification of heads of local governments.
He is serving as a member of Commission on Commitment Practice for 7th Public Election , to enhance the function of city authorities’ rights.
