유연철 대사는 30여년간 외교업무를 수행해 왔으며, 기후변화대사로 임명되기 전에는 주쿠웨이트 대사. 주제네바대표부 차석대사로 지냈다. 유연철 대사는 지속적으로 환경분야에 관여해 왔으며, 외교부에서 환경과학과장, 에너지기후변화과장으로 기후변화 관련 업무를 담당하였고, 환경부에는 국제협력관으로 환경분야 업무를 담당하였다.

2018년 유연철 대사는 기후변화대사로 임명되었다. 유연철 대사는 연세대학교에서 정치외교학 학사학위를 받았으며, 영국 옥스퍼드대학교에서 외교관과정을 수료하고 레딩대학교에서 국제관계학 석사학위를 취득하였다.

Ambassador Yeonchul Yoo has served the Ministry of Foreign Affairs for more than 30 years. Prior to his appointment as Ambassador for Climate Change, he served as Ambassador of the Republic of Korea to the State of Kuwait and as Ambassador and Deputy Permanent Representative at the Korean Permanent Mission in Geneva, Switzerland.

Ambassador Yoo has consistently involved in the environmental issues. Within the Republic of Korea’s Ministry of Foreign Affairs, he served as Director of Environment and Science Division and the Energy and Climate Change Division, and he was the Director-General for International Cooperation within the Ministry of Environment. He became the Ambassador for Climate Change in 2018.

He received his Bachelor’s Degree in Political Science and Diplomacy at Yonsei University, has completed the Foreign Service Programme at the University of Oxford in the UK, and received his Master’s Degree in International Relations at the University of Reading, UK.
