엄상근 제주연구원 청정도시연구부 연구위원이다. 그는 대학과 대학원에서 도시공학을 전공하여 도시계획, 환경정책, 주거정책, 균형발전 등에 대한 지식으로 잘 알려져 있다. 엄상근은 2008년부터 제주연구원에서 지역개발, 도시계획, 해양도시, 제주국제자유도시 관련 정책을 연구하여 왔다. 그는 제주연구원 근무 이전 서울의 한국환경정책평가연구원(KEI)에서 환경정책, 친환경도시 등에 대한 연구도 다수 수행하였다. 또한, 그는 2010년부터 현재까지 국토도시 분야의 대한국토도시계획학회, 환경정책 분야의 한국환경정책학회에서 이사로 활동하고 있다. 엄상근은 서울시립대학교 도시공학과에서 박사 학위를 받았다.

SangKeun Eom is a Research Fellow at the Jeju Research Institute(JRI). He majored in urban engineering at University and Graduate schools, and he is well-known for Knowledge of urban planning, environmental policy, housing policy, and balanced development. Since 2008, SangKeun Eom has studied regional development, urban planning, marine cities and Jeju Free International City policies at the JRI. He also conducted a number of studies on environmental policies and eco-friendly cities at the Korea Environment Institute(KEI) in Seoul before working at the JRI. Since 2010, he has served as a director of the Korea Planning Association(KPA) in the field of land, infrastructure and urban areas and the Korea Environmental Policy and Adminstration Society(KEPAS) in the field of environmental policy. SangKeun Eom received a doctorate in urban engineering from University of Seoul(UOS).
