베르너 페히니 교수는 성장과정에서 통일 전 서 베를린, 동 베를린 양 지역에서 모두 거주한 경험이 있다. 베를린 자유대학교에서 정치학 및 현대 사학을 전공했으며, 정치학 박사학위를 수여 받았다. 1978년부터 1980년까지, 하버드 대학교에서 독일-케네디 기념 장학생으로 수학했으며, 1989년부터 1992년까지는 필리핀 독일 재단 이사를 지내며 필리핀 대학에서 학생들을 가르치기도 했다. 또한, 수 년 동안, 베를린 자유대학 정치학과 동아시아 및 동남아시아 정치학 센터장을 역임한 바 있다. 은퇴 이후에도, 특히 독일, 중국, 대만, 한국 및 키프로스와 같은 국가에 중점을 두고 분단국가의 정상화문제에 대한 비교 접근법 연구를 이어오고 있다.

Werner Pfennig grew up in both parts of divided Berlin. He studied political science and modern history at Freie Universität Berlin (FU) and got his Ph. D. in political science. From 1978 to 1980 he was a German Kennedy Memorial Fellow at Harvard University and from 1989 to 1992 resident director of a German foundation in the Philippines, with a teaching assignment at the University of the Philippines. For many years he was acting director of a Center for East and Southeast Asian Politics at the Department of Political of FU Berlin. After his retirement he continues to work with a comparative approach on problems of normalization between divided nations, concentrating on Germany, China, Taiwan, Korea and Cyprus.
