HEO Yoon is the Dean of Graduate School of International Studies, Sogang University, Korea. Currently, Prefessor Heo also serves as the Director of Sogang Global Trade Institute. He has been a policy consultant for Ministry of Foreign Affairs, Ministry of Trade, Industry and Energy, and Ministry of Economy and Finance of Korea on international issues including trade negotiations. From 2014 to 2016, he was a member of National Economic Advisory Council for the President of Korea. For spring semester in 2014, he stayed in Washington D.C. as a Fulbright Senior Scholar to the School of Foreign Service at Georgetown University. In 2010, He taught at Thainguyen University of Vietnam as a Distinguished Professor of Int'l Trade. Professor Heo is a trade economist trained at the George Washington University (Ph.D. in Economics), University of Utah (M.S. in Economics), and Seoul National University (B.A. in Economics).
