Mrs. Boksil Lee worked in the South Korean government for 30 years, in the Ministry of Education and the Ministry of Gender Equality and Family. She was appointed as the Vice Minister of the Ministry of Gender Equality and Family (MGEF) in 2013. Throughout the twenty years she worked at the MGEF, she was an avid civil servant devoted to resolving various policy issues and empowering women, including childcare policies. After her retirement in 2014, she began to expand her work and contribute towards expanding the role and participation of female business executives. Since 2016, she has been one of the founding members of the WCD (WomenCorporateDirectors) Korea Chapter and currently she is the president. WCD, a global network of female board of directors. Earlier this year, WCD led the legislation that mandated to have at least one female board of directors for companies with over 2 trillion won total assets.

이복실 세계여성이사협회 회장은 1985년부터 2014년까지 30년 간 교육부, 여성가족부에 근무하였으며 2013년부터 2014년까지 여성가족부 차관을 역임했다. 여성가족부에서 보육 정책 등 여성 문제 해결에 많은 노력을 기울였으며, 퇴임 이후에도 여성의 경영참여운동에 진력해 왔다. 2016년 세계여성이사협회 한국지부 창립멤버로 참여했고, 2019년부터 제 2대 회장으로 활동하고 있다. 세계여성이사협회는 기업 이사회에 참여하고 있는 여성이사들의 글로벌 네트워크이다. 금년 1월에는 자산총액 2조 이상인 상장 기업에 여성 이사 1인을 의무화한 자본시장법 개정을 주도하였다. 저서로는＜여자의 자리 엄마의 자리＞(2015), <나는 죽을 때까지 성장하고 싶다>(2017)가 있다.
