Byung-Hwan Hyeon served as Director of the Biotechnology Policy Research Center at the Korea Research Institute of Bioscience and Biotechnology, a government-funded national research institute in Korea. A number of national plans related to the promotion of biotechnology have been established, including the National Basic Plan for Biotechnology Promotion, a cross-ministerial plan that leads the development and industrialization of biotechnology in Korea. While working for a long time in decision-making bodies related to national project planning, policy, and evaluation, such as the National Science and Technology Commission, he pursued efforts to improve the productivity of the national business system. He has written 4 books, 60 papers, and 220 reports on national project planning, management, and commercialization. Currently, he teaches strategic planning and technology commercialization at Daejeon University, and serves as the head of the National Business Division for Biohealth Startup Support, supporting bio company startup, fostering, education, and advancement to the US.

현병환은 한국의 정부출연 국책연구기관인 한국생명공학연구원에서 생명공학정책연구센터장을 역임했다. 한국의 생명공학 기술개발과 산업화를 견인하는 범부처계획인 국가생명공학육성기본계획을 비롯하여 많은 생명공학 진흥과 관련된 국가계획을 수립하였다. 국가과학기술위원회 등 국가의 사업기획, 정책, 평가와 관련된 의사결정 기구에 오랫동안 일하면서 국가의 사업체계 생산성 향상을 위한 노력을 추구하였다. 국가사업기획, 관리, 평가 사업화와 관련한 4권의 저서와 60여편의 논문, 220편의 보고서를 작성하였다. 현재는 대전대학교에서 전략기획, 기술사업화를 강의하면서 바이오헬스 창업지원 국가사업단장을 맡아 바이오기업 창업, 육성, 교육, 미국진출을 지원하고 있다.
