송화섭은 1961년 12월 4일 부산 출생으로 1986년 서울대학교 대학원 외교학과를 졸업하고, 한국국방연구원에 입사하여 안보전략연구센터 국제전략연구실에서 약 30년간 일본의 방위정책, 미일안보관계, 한일 및 한미일 안보협력 문제를 연구하였다. 그는 1994년부터 약 5년간 일본 도쿄대학에서 공부한 것을 계기로 일본 사회에 대한 깊은 이해를 하게 되었고, 많은 지인을 가질 수 있게 되었다.
그는 한국국방연구원과 일본 방위연구소와의 연구교류회의를 약 20년간 개최하면서 지속적으로 동아시아의 안보정세를 평가하고 일본과 안보정세 인식을 공유하면서, 동북아지역의 평화를 위한 한일협력방안을 지속적으로 논의해 왔다.

Whasup Song is a Senior Research Fellow in Global Strategy Division of Center for Security and Strategy at the Korea Institute for Defense Analyses. He joined KIDA in 1989 and his major research area includes Japan's Defense Policy, US-Japan security relations, ROK-Japan and ROK-US-Japan trilateral security cooperation. He studied in Tokyo University for about 5 years, and by that experience he came to have deep understanding of Japan society and many acquaintances.
He hosted KIDA-NIDS(National Institute for Defense Studies, Japan) Research Exchange Conference for 20 years and by that opportunity he has shared security situation recognition and ROK-Japan cooperation for peace in the Northeast Asia with Japanese side.
