He obtained a Law Degree and also a Juris Doctor Degree at the Central University of Ecuador in 1975. In 1983, as a Humphrey Fellow Scholar, he earned a Master of Arts Degree from the Fletcher School of Law and Diplomacy-Harvard University. His career as a Government diplomat began in 1966 when he joined the Ecuadorian Ministry of Foreign Affairs and served in Spain, the US, Bulgaria, Australia and other positions. He has been honored to be elected to many presidencies and vice presidencies in the United Nations System. He has been an expert member of the UN Committee against Torture and other Cruel and Inhuman Treatments from 2006 to 2011 and served as the Permanent Representative of Ecuador to the UN in Geneva from 2011 to June 2014. He is the Chairman of the Board of Trustees the Global UN Partnership for Inclusive Information and Communication Technologies (G3ICT), Honorary Chairman of the Global Universal Design Commission and Chairman of the Advisory Committee of the Institute of Public Policy and Disability of American University. Ambassador Gallegos has been a professor at the School of International Relations of the Central University of Quito, at the Military Academies of the Army and Air Force. He holds an adjunct professorship at the Institute for Disability and Public Policy of American University in Washington, D.C. At present he is a Fellow of UNITAR, the United Nations Institute of Training and Research.
<BR><BR>루이스 갈레호스 대사는 1975 년 에콰도르 중앙 대학에서 법률 학위와 법학 박사 학위를 취득했으며1983 년 Humphrey Fellow Scholar로서 하버드대 Fletcher School of Law and Diplomacy 에서 예술학 석사 학위를 받았다. 1966 년 에콰도르 외교관으로 근무를 시작하여 스페인, 미국, 불가리아, 호주 및 기타 지역에서 근무를 하였고 유엔 내 여러기관에서 의장과 부의장으로 활약을 했다. 대표적인 경력으로는 2006 년부터 2011 년까지 유엔 고문 방지위원회의 전문가 (2006-2011)로 활동했으며 제네바에서 UN 에콰도르 대표부 (2011~2014), 포괄적 정보 통신 기술 (G3ICT)의 글로벌 유엔 파트너십 의장, 세계 유니버설 디자인위원회의 명예 회장 및 미국 대학의 공공 정책 및 장애 연구소의 자문위원회 위원장으로 활동했다. 갈레호스 대사는 육군 공군 사관학교의 키토 중앙 대학교 국제 관계 대학원 교수로 재직 중이며 워싱턴 DC에있는 American University의 장애 및 공공 정책 연구소 (Institute for Disability and Public Policy)에서 부교수 직을 맡고 있다. 현재 그는 유엔 훈련 연구기구 (UNITAR)의 선임 연구원으로 활동하고 있다.
